About this route

From Joseph over Forest Road 39, the Wallowa Mountain Loop, through the forest along the edge of Hells Canyon, then via Halfway and Highway 86 along the Powder River to Baker City. Road 39 is paved but narrow, with loose gravel and rocks in places and no fuel or services for a long way: fill up in Joseph. It is closed in winter. The Hells Canyon Overlook is a short detour off Road 39.
